Any decent Emulation program will handle Graphics
stuff really well. Last time I used wine they were
adding openGL support in it. I am sure just simple
graphics.h calls will not be a problem.

Just to let you know, the graphics libraries are not a
part of the CBSE syllabus and anyone who uses it uses
it at his risk. And I am sure no one will really mind
anything done in something other than what TC++ uses.
I mean as long as it looks like C++ code.
