I hate my cable wallah for their pathetic inept service. But they
score on value for money right now in East Delhi. I had an early bird
offer and I pay Rs. 750 for "24 hour" connectivity. I am right now (at
5 am) downloading 8 mp3s from mp3.com at 4kBps each! ;)

For me MTNL has always been the last choice in ISPs. They work though
and I recommend it to anyone who is trying to get connected for the
first time (to get them over the hiccups of double payment - payment
in phone bills and ISPs), but to all serious users I recommend NOW for
dialup. Their dialups never connect at more than 32kbps at the modem
level.
