gpm controls the mouse, and at any given time only one app can control
the mouse. When you're in the console it's gpm. When you're in X
it's (duh!) the X server.
Can you see the problem if both gpm and X control the mouse
simultaneously? It'll be like a car with two drivers who do not
communicate with each other; in other words, it'll be like Indian
roads :)
