Hi, I came across this [1] link in yesterday's The Hindu Online edition. The Andhra Pradesh Academy of Rural Development (APARD) plans to offer a three-month course that covers basics of the linux-based operating system, Apache web server, Postgresql and PHP.
I think this is a novel initiative and hope is a success. Please publicize this because usually government organizations go slow on free software but here they are trying to be proactive. [1] http://www.hindu.com/2009/03/12/stories/2009031258540200.htm
