To answer your questions properly, we need to know more about
=       the desired properties (accuracy, resolution, size etc.) of the final product,
=       the available memory and disk space on the computer system(s) you use,
=       the height variations of the terrain,
=       the availability of DTM's or the possibility to create a DTM
=       the principal distance of the aerial camera used,
=       the availability of fiducial marks and camera calibration.

With the information supplied so far anything between

a)      scanning with 300 dpi and uncontrolled mosaicing with projective (2D) 
transformation in Ilwis
b)      scanning with 2500 dpi, Aerotriangulation, DTM-generation, orthophoto 
production and mosaicing

could be most adequate.

 Dear :/

 I have almost 50 areal photo sacale: 1/55000
 
 with grayscale.now I want to scan them and finally

 produce a layer. I have several quastion:

 1) what is the best (DPI) during scaning.

 2) what is the best format( image)during scaning.

 3)who can I merge them together and  geo-refrencing.

 4) who can I  control the size(scale) of image when using 

  these images in GIS software like ilwis. 
 
 I also have Er-mapper 6. arcview  3.2
