Obviously jpegs are smaller and therefore better. TIFF files tend to be
pretty huge. Both formats should be completely universal. However, I know
your problem well. 
I've used a couple of work-arounds/tips over the years.
1. insert the picture into a word document ( I know this sounds dumb, but
everyone can open a word document, and the picture retains its formating).
2. If you are using Entourage/Outlook, there is an option when sending to
set the encoding for the type of computer to which you are sending (Mac =
binhex, Windows PC = MIME/Base 64) I have found that setting the encoding
correctly does make a big difference.
3.  Make sure that the documents you are sending have the appropriate 3
letter endings to identify the files for PC users. A lot of people don't
know how to do this on PCs and when they get a file without the file type,
they double click and nothing happens. Then they tell you "your computer
sent me rubbish and I can't open it."

Sorry if this is all stuff you already kwew. I'm not trying to play teacher
here. I do know that these 'tips' have helped me communicate with PC users
in the past (and Mac users too!!).
