IIRC you can use the shareware AliasMenu in OS 9 to put aliasses with icons in the menubar. Isn't it so that if you're already using PPP menu from FreePPP that you can put aliasses in it's folder in the System Folder so that they show up below the FreePPP option in the PPP menu? There's also the shareware Glidel, it allows you to drag and drop items from the Finder directly into the menu bar.
