It's entirely possible that that application isn't compatible with the Classic Environment, and must be run (or at least installed) while booted to OS 9. That's where I'd start.... OS X doesn't have Virtual Memory in the sense that OS 9 did, but it does have VM in the end; OS X creates what's called Swap Space which is essentially VM, but it uses the space to enable protected memory.
