Have you tried the iCab browser? In iCab, this option is available in 
the File menu ("Mail Page URL") or by typing Shift-Command-U. It 
opens an iCab e-mail message window and inserts the URL into the body 
of the message.

Also in the File menu is "Send e-mail" (Shift-Command-E) which opens 
a blank message window. I find it useful for sending short notes 
without having to open or switch to the e-mail client. The messages 
do not get saved automatically, however.

I don't know whether the OS X version of iCab can access the Apple 
Address Book.
