here are some other email netiquette site rules on email quoting...

my favorite site, the Jargon Dictionary, says:

The Jargon Dictionary site, for what it's worth, was written by many of 
the pioneers of the internet in the late 1970's and 1980's.... many of 
whom were active participants in setting what is now considered 
"netiquette."

Also, I'm on about 3 dozen mailing lists. all follow the "quoted text 
before your text" convention. The lists I'm on range from publicly 
subscribed internet mailing lists with subscribers speaking any of a 
dozen languages and living in even more countries... to small company 
lists where I talk to virtually everyone in the break room every day. 
Every one of these lists prefers quote-before. Some of these lists it's 
just generally accepted norm, others are like this by mandate. Almost 
all non-Microsoft email clients also follow the quote-before stance....

Mail.app quotes before...
Eudora quotes before...
Netscape quotes before...
Pine (which is one of the most common UNIX command line readers) quotes 
before...
(although, pine and some others have a toggle to switch to quote-after)

Virtually all commonly used USENET readers quote-before, but some 
include options to switch from one method to the other.
