Netscape doesn't, but Mozilla does. You can get a copy (free!) from 
www.mozilla.org. It's a great browser.

Once you have it, simply set up your preferences the way you like them. 
Under "Advanced" there's a section called "scripts & plugins" and the 
first checkbox there says "block unrequested javascript windows" or 
something like that. That's the one you want -- uncheck it and NO MORE 
POPUPS!

For me, that ALONE was worth the switch, but wait till you try Tabbed 
Browsing and Tabbed Bookmarking! Fabulous.
