Ya mean by going to Apple Menu->Control Panels->Monitors->Geometry 
and changing that stuff? (I did that, and gained a bit more "screen 
space" by doing so.)

Restarting doesn't change my settings.

I'd start by going to System Folder->Preferences and trashing the 
Monitors prefs. Have you tried that?
