They'd have to be very prehistoric computers to not be able to handle JPEGs.

Do all of them have web browsers?  Maybe you'd be better off uploading the
picture to a website somewhere, (there are plenty of free hosts out there,
if your ISP doesn't provide web space), and then emailing a link to the
picture.

Email attachments are a constant source of frustration.  And just a simple
URL in your email would make your email download much faster than embedding
a whole picture in it.
