There are a few (I think 3) 400 MHz iMacs:

the "iMac/iMac DV (Slot Loading CD-ROM)":
       Orig SSW: 8.6
       Mac OS Supported: 8.6, 9, X 

But "iMac (Summer 2000) ": 
        Orig SSW: 9.0.4
        Mac OS Supported: 9, X

and iMac (Early 2001)
        Orig SSW: 9.1
(doesn't say min OS, but unlikely to be less than the previous)
