I found an utility on VersionTracker called AppearanceHopper 1.9.1 which allowed me to set a Japanese font as the system fonts and it works fine in both native OS 9 and Classic mode while booted up in OSX. Now I am able to use the Japanese Epson PM-950C printer driver for OS 9 with the proper Japanese characters (not the greek/latin garbage) which is necessary since the Epson CD Printer Direct2 application -- which allows printing directly to CD-R/RW using the CD print tray on the printer -- is not available for OSX and there are no English Mac releases of any of Epson's applications for these advanced printers.
