Most likely a security setting on Earthlink -- you must be connected via
Earthlink to send mail via their server. Some ISP's will let you
authenticate yourself by checking mail first (which uses your password),
then if you send soon after from the same IP it'll allow you. (This is to
prevent spam relaying.)

You could try  that, but if you're going to keep dialling in via your Uni
account, change your SMTP setting to their SMTP server (it'll be stated on
their support pages). This will not affect receiving mail, these are two
different functions and servers.
