Dale, I have the same setup as you, 15" flat panel imac, OSX 10.1.5, and 
you CAN drag addresses, but only to the Cc:  header, and not the To: 
header, as you said. Works for me, both in New or Forward mode. I also 
found that when you Add Bcc Header (under Message), then the To: header 
becomes available for "dragging". Very Strange.
But surely when you Compose a new message or Forward one, you should be 
able to type into the To; header the first couple of letters or so of 
the desired address of anyone in your Address Book, and it should 
auto-complete. Then you could add as many additional addresses as you 
want in a similar fashion.
