1. Try Freeway, I think it's a good halfway point between Claris Home 
Page and GoLive/Dreamweaver. You can find it at www.softpress.com. For 
VERY basic work, the Composer module of Mozilla/Netscape is hard to 
beat, since it's free.

2. I must argue that it's really WORTH your time to learn at least the 
basics of HTML, if for no other reason than that if you find some 
excellent design you want to adapt for your own use you will be able to.

3. Yes, this is an obvious market for an iApp. I think the reason Apple 
has not done so yet is because the standards are in a very high state 
of flux (even more so that usual). Once they are sure everyone is 
settled on XML/CSS/XHTML/DHTML (the new standards) then perhaps you'll 
see a kick-butt web page writer.
