Doing a clean install of 10.2 proved what I've suspected all along: the 
problem is not the software. The fact that you are able to connect 
sometimes pretty much eliminates the software (or its settings) as the 
problem.

It is possible you have a bad/flaky modem, or a bad/flaky phone line.

You should proceed in order of cheapness (aka Chas' Rule of 
Troubleshooting: cheapest to most expensive possible solution).

So, first off, you should try plugging the computer into a different 
phone jack. See if the problem continues.

If so, try replacing the phone cord between the modem and the computer. 
See if the problem continues.

Next, try buying an inexpensive line noise filter from Radio Shack or 
some such place and try it on the line. See if the problem continues.

If the problem is still present after these tests, THEN I would 
consider suspecting the modem of being faulty.
