First, you should be able to find some compatible used RAM very cheap, max
it out as always.

Look around for an ISP that's been around for a while and have a look at
their support area. They often have older software, or even complete
"Internet solutions" for Win 3.1 (as well as older Macs). For example,
<http://www.smart.net/help/win3.html> seems to have a good selection. You
need Trumpet Winsock (the PPP dialer) to get online (with luck your ISP may
have connection scripts for this). For mail, Eudora 3 works well on a 486.
The web can be frustrating with an older browser these days, but Netscape 3
or 4 isn't too bad. For better performance on a 486, you can do everything
in DOS (and save a lot of disk space too). See <http://browser.arachne.cz/>
and <http://pcgem.iwarp.com/> for example.
