Hi Dale, I downloaded this TWAIN driver (5.75A),
"Perfection 1250/1260 users: If you have OS 10.1.2 to 10.1.5, download Twain driver 5.73A. If you have 10.2 or later, select Twain driver 5.75A. You can also download Epson's standalone scanning utility called Scan to File. This program supports 10.1.2 to 10.2. . Notice: In order to use the Epson Twain drivers, you must either download Scan to File or install a third-party Twain-compliant scanning application. OS X compliant scanning software is not included on the scanner installation CD that came with your product. Apple provides a standalone scanning utility called Image Capture that you can also use. This utility is located in the Applications folder. Special Note: Twain 5.75A supports 10.2 to 10.2.3 and supports third-party scanning applications, including Apple's Image Capture. Twain 5.73A does not support Photoshop 7 and may not work with other third-party scanning applications. Use Scan to File or Image Capture." and I think that some time during the installation I was asked where I would like to install the driver. OR, it automatically installed in PS 7. I don't remember. ( I don't have the PS Elements program.) Anyway, I opened up PS, went to "File", "Import" and there was the driver. It really does everything I need it to do. And I prefer to work is OSX. If GraphicConverter is a Twain compliant scanning application, you could install it there.
