my guess would be either the processor OR logic board... not both. i would lean 
towards processor.

a good test would be to boot with -NO- ram installed and see if you get a single beep. 
if so, then it's probably not a processor problem (but still could be). the single 
beep indicates that at least most of POST is happening.
