A clean install is a "next to LAST step" procedure in my book (the last step being, of course, a full reformat/reinstall). There are literally a DOZEN other options prior to "clean install."
Sure there are, however, he stated he was trying to do a re-install, no OS version was stated, and what could be wrong is unknown. Reformatting the HD and a clean install would certainly eliminate a plethora of possible corruption's in either 9 or X, and it would identify if the HD is kaput. It may be overkill, but it's simple and effective.
