GIMP's a free image editing program for those who don't wish to pay the hundred$ for (or pirate) Photoshop. I've never used it, but I've heard it can be a bit tricky to set up for non-geeks.
With all due respect to the hardworking people who have contributed to the GIMP over the years, comparing it to Photoshop and making them sound equal is like saying that toy soldier with a plastic parachute is the same thing as the 3rd Infantry Parachute Division.
Photoshop sells for several hundred dollars because the people who use and master it can make several hundred THOUSAND dollars by capitalising on their skill and creativity. Ditto for Quark, InDesign and most other "really expensive" software.
If someone is just wanting to learn the basics of photo editing, I'd suggest Photoshop Elements ($99) or GraphicConverter ($35, with a $10 manual available). If someone has a UNIX background already and needs to do some photo editing *in that environment,* then the GIMP is a great solution to a limited extent.
As a Mac product, however, it really is little more than a curiosity for idle geeks.

Q: How many Microsoft programmers does it take to write a great piece of software?
A: More!
