May we ask the purpose of organizing the images, i.e., what kind of collection? I ask for professional reasons (the day job).

I have the task of organizing about 25,000 digital camera images.
Which is the best browser/software to use? I will edit in Photoshop 7 or Photo Elements 2 and print on an Epson 785EXP.
