I am getting ready to install 10.3 Panther in a brand new partition on a Quicksilver G4. And I have suspected this kind of problem can happen. The installation process is supposed to put certain files into the OS 9.2.2 System Folder to support Classic. It is not clear to me how this happens or how to make it happen and whether it makes any difference in the installation process whether the OS 9 is on the same partition or a different partition from OS X.
