Ok looks like a corrupt cdev. Have him download TomeViewer from one of the
links supplied here http://home.arcor.de/grouchosbox/tomeviewer.html and let
him extract the Apple Menu Options from the installer tome. It could be that
there's a newer version in the 9.2.1 and/or 9.2.2 update tome (if he doesn't
have a 9.2.2 CD that is), but either way let him extract it, trash the prefs
and control panel and let him drop the fresh copy _onto_ the closed system
folder.

Another thing you could do is advise him to use the shareware control panel
called BeHierarhic which can be found here
http://www.octave.net/BeHierarchic/US/index.html which does the same and
more.
