numbering in Mail

In Outlook Express, when writing an e-mail in rich text, you can select 
a passage and have those items numbered or bulleted, among other 
options.  How can you do that in Mail?  It's probably obvious, but I 
can't find it.  I've customized my tool bar to add "Make Rich Text", 
but it is gray (unselectable) and doesn't seem to change anything.
