The only thing I have is the installer package I downloaded.

net are being updated, but not the basestation. Maybe there wasn't
anything to update.

I just clicked the [Upload] button; everything was done automatically from there, and AirPort Admin Utility showed "Apple Base Station V5.4" as expected.
