Chris, the question is moot now because after letting the G4 iMac sit idle all day yesterday and "digest" the 10.3.4 upgrade, everything seems to be working!
The reason I thought that it might be TCP/IP related is because after dialing into my ISP, attempting to do anything using TCP/IP wouldn't work. Connecting to AOL directly through their dial up numbers worked, as did using Mac OS 9 on my Bondi iMac and going through my ISP. BTW, Firewall is, and was, off.
