In my experience there are a couple of common hardware problems that will cause a variety of start-up failures: bad PRAM battery and bad RAM.
In general, when I'm trying to boot a stubborn machine I simplify as much as possible: disconnect all but one drive, making sure that it's jumper settings are correct, have only minimal RAM installed, preferably one RAM stick, no peripherals except keyboard/mouse, and if I have moved jumpers to change clock/bus settings, get them back to factory originals. One time when I was going through this process I found that the inner metal parts of a jumper had stayed in place when I removed the plastic jumper. Once I removed that, it solved the problem.
