I have 9.2.2. I will not purchase nor install OS X. Itunes seems like a deadend, as I can't use iTunes 4. Is there a way and place to download music that is compatible with 9.2.2?
No. Nor is there a way and place to download music with PCs running anything older than Win2000 (or ME, can't remember -- a very recent version of Windows in any case).
The operating system has to be able to incorporate new technology. OS 9, like Windows 98, is no longer being developed and consequently the number of applications and nifty technology you're going to miss out on is going to grow and grow and grow and grow over time. Change or die, as they say.
I don't mean to be disrespectful of your choice of OS, but it's time to move on. OS 9 lives in Classic now, and really that's not a bad place for it -- I still play my favourite OS 9 game (Dice It!) and run old OS 9 apps (beloved Photoshop 4, Quark 4.x, Pagemaker to open old files, etc) right alongside my better, more advanced new stuff (Photoshop CS, Quark 6, InDesign etc).
