Nope, the VGA port on iMacs is for OUTPUT, that is, for showing the iMac
display on an external monitor.

You need to plug that GE box into something with a VGA INPUT, like a
stand-alone monitor or video projector.

You could however purchase a video input/TV tuner box that connected to your
iMacs FireWire (Fast, high quality, expensive) or USB (Slow, low quality,
cheaper) port which would allow you to view TV or a video source (VCR, game,
camcorder, etc.) on your iMac's screen.

Elgato makes both a FireWire and a USB TV/Video input device.

Even the low-end USB model is quite a bit more expensive than the converter
you linked to, but it does more.  The GE thing just lets you watch, while
the Elgato things let you watch AND schedule digital video recording, like a
Tivo/ReplayTV box.
