Is there any sense about when OS 10.4 Tiger will be released by Apple?
The current speculation, based on activity within the Tiger seed/developer community, is that it could well be ready by spring 05.
I would expect that the bulk of Steve Jobs' Macworld SF keynote will be given over to an extensive review/expansion on Tiger's new features, with the idea that the finished product could ship as early as February.
Also, what will be the changes and improvements over 10.3.5?
Oh good golly, too many to list here. There's a fair long list at http://www.apple.com/macosx/tiger/, but here's a few of the ones I'm most interested in:
*totally new Find functions which completely change the way you work. You can keep documents ANYWHERE now, and they can be gathered together on demand in saveable searches. Slobs of the world unite! You will be able to do things like search for every Word document you worked on last Wednesday.
*Automator, finally a way for "normal" users to cobble together timesaving "auto-run" scripts that perform repetitious and/or regular tasks. "Fax everything in this folder to San Francisco at 3pm each day, then move the items to the trash" as a typical example.
*Mail 2.0 - more searching power and threading goodness. Need to see every email Bob and Jane have ever sent you on the subject of the New Boat? Or maybe just those from last week? Or all the PDF files that have been sent to one particular address? No problem. And more.

I want to buy
a G5 iMac, but I'm wondering if I should wait until they are shipping them
with Tiger.
If you're going to wait until they are SHIPPING with Tiger, I think you're looking at April or possibly later. Seems to me to be an awfully long time to wait just to save $99 or so (that's likely to be the "sale" price of Tiger at places like Amazon.com). JMO.
