Huh? AFAIK, Apple includes OS install discs with all new machines. I know of no "new policy" on that.
I just bought a new Powerbook, but it only came with "Restore" CDs. I feel that for $2000, I should get the System on a CD.
I took delivery today of a new iBook. Came with DVDs labelled "Mac OS X Install Disc". Don't know why a PowerBook would be any different. Maybe your package was missing some discs?
