I'm inclined to agree with Jim. It is time to treat yourself to a new eMac or a nice new iMac G5. If you're on a budget (and who isn't?), you can probably find refurbished eMacs and even G4 iMacs at very attractive prices.
It sounds like the video board is starting to go, and along with the CD drive's eject no longer working (have you tried the manual eject pinhole button?). It's not economically viable to fix these things, but if there's a local Mac User Group near you they may be able to "cannibalise" the machine to make working ones for donating to schools/religious instititutions/et al.
Broadly speaking, most typical users should bear in mind that a Mac will probably need to be replaced or seriously upgraded about every four-to-five years. Casual users can probably "get away" with slightly longer, pro users should probably consider it more often (say every three years), and of course this is just a rule of thumb and not a hard-and-fast mandate.
