Hi, I had a similar problem a few years ago, I'm pretty sure I resolved it by:
1. Copy the system folder and any patches/ rom upgrades from the OS 9 CD to the hard drive. 2. Boot up the iMac from the hard drive and try installing the rom upgrade. 3. Boot from the OS 9 CD, format the hard drive and do a proper install of the OS. I'm sure there's a much more elegant (and less time consuming) fix, but it worked for me.
