Can't you just move the insert cursor below the quoted text like I do? Perhaps you have a corrupted Apple Mail application or preferences.
Command-R; down-arrow, delete, command-down-arrow, return, return; type. It's getting to be second nature, but it still annoys me that Mail doesn't let me change a preference setting once and for all. Tiger users: does Mail 2 fix this?
