If you have a 2-button mouse, right-clicking AND HOLDING on the Finder icon in the dock will pop up a list of options that includes a new Finder window.
If you have a 1-button mouse, clicking AND HOLDING on the Finder icon in the dock while holding down any modifier key (control or option or command) will pop up a list of options that includes a new Finder window. Also, the 100% keyboard equivalent is command-N, provided you are already in the Finder.
