Then the flash drive either needs a driver on OS 9, or its file 
system has a problem.

Disk Utility is an OS X tool, not OS 9.

Backwards compatible means that the drive's interface is USB 2, but 
it will work just fine over the older USB 1.

Reformat the flash drive with Disk Utility, on OS X.  Then see if it 
will work on OS 9.
