You could attempt (after backing up everything) an Upgrade install,
and see how it works. You should have all of your current apps and
settings, and a brand spanking new OS. Of course, jumping from Jaguar
to Tiger is a big leap, so it's hard to predict how well that will go.
I upgraded from 10.3 to 10.4 without missing a beat, but YMMV.

IMHO, the safest course of action is the long and winding road: either
going with a clean 10.4 install and then reinstalling all apps that
need reinstalling and such, or (a little quicker solution) cloning
your 10.4.11 install with CCC and then reinstalling whatever needs to
be reinstalled. Files are easy; you just move them from point A to
point B.

A CCC warning: make sure you are using versions compatible with your
OS. Point in case, I once cloned a Panther install with a later
version only compatible with Tiger and Leopard, and ended up with an
unbootable computer. To clone your Jaguar drive for backup purposes,
look for a version that's Jaguar compatible.
