Well, if you don't have issues with not running Classic on it, definitely consider upgrading to 10.5. You don't mention the RAM in the machine, but in general, Christopher is correct, G4's do have issues running the higher res videos, especially via the browsers. One option is to use something like Cosmopod to download the vids locally, then watch 'em with Quicktime(+ perian) or VLC (http://www.videolan.org/vlc/).
