You don't have to copy songs over if you don't want to, you could just tell iTunes to use the songs where they are, and not to copy them to a new location.
As far as permissions go, go to the root level folder of your external drive in Finder and do a File -> Get Info (CMD + I). At the bottom of the get info window you will find the permissions for the drive (you may have to click the triangle to get them to show). Set yourself as owner, admin, or whatever with read & write permission.
Alternatively you could check the "Ignore Ownership on This Volume" box.
