This due to a flaky network connection or a non-responding or intermittent server issue. Timeouts mean something isn't responding. If other network activity works as normal (ie web sites don't take abnormally long to open up) it's the server, either not responding or responding abnormally (like not recognizing your password, etc) Sadly, in that case, you cannot email your ISP to complain :-/ Check the Activity window, that will give more information, as will the system log.
