Yes, Carbon Copy Cloner does exactly what you want. I've used it literally over a thousand times without any trouble. When it's done, you boot off the copy and it is just like the original.

It was free but not it is not, I don't know how much they are charging for it. They do have a trial deal but I don't know about it.
