Yes, mail.ruraltel.net is where the bounce occurred, but not because a misconfiguration on your side.
The mail is bounced because 151.164.30.28 (mta4.rcsntx.swbell.net) is blackholed by ORBZ: http://orbz.org/b.php?151.164.30.28. The problem is clearly with swbell.net. You could try to contact swbell and tell them that they need to secure their server or tell your customer to change provider to one who does know how to setup a mailserver.
