This sounds like a permissions issue. Make sure that the IMail services are
running on an account that has the proper permissions to access the
database. If you are running SP4 or greater then it seems the system account
does not have sufficient permissions for these operations in some
situations. As a test you can set them up to use the logon you use to
administer the server with.
