As far as only showing 249 entries, check if the 250th entry is set to be hidden from
information services (normally the "root" user is set this way). When initialising the
LDAP database, processing will stop at the first user set to be hidden from
information services.
To overcome, ensure all users do not have this option checked, initialise the LDAP
database, then re-set those users which did have this option checked. From then on, do
NOT initialise the LDAP database.
