Title:
I would load windows scripting host and write a script that you can schedule to run every night using the "at" command.  This script can check the directory sizes and do what ever you want at that point.  here is a script that I wrote that checks the sub directories in any directory named users and if it is larger than 5 mb it moves it to another location.

Subject: [IMail Forum] OFF TOPIC - Directory Monitor

Hi All

Sorry to ask here, but maybe someone can help me.

I am looking for some application that tell me by email, alarm, pop up, etc. if some directory exceeds the quota previously assigned.
In fact, I want to give users 2 Mb of disk space to their own web pages, but if they use more than this, I'll like to know, to charge them.

Thanks in advance

Andres.-
