I'll agree that the 'web interface isn't designed to handle background images'
but
the rest of your logic is bogus!

My background images are usually informative and much less than MBytes
in size.   Also, I normally try to adjust my tools for the environment (high
speed
access versus low speed access.)  The concept of my tool controlling
my capabilities normally means that the tool is inadequate.  I would definitely
like to see this feature available.

The web interface isn't designed to handle background images. Most of the
time your using that remotely, possibly on a slow connection, and the last
thing you'd want to have to do is download a 3 meg bitmap while trying to
troubleshoot a network outage. :)
